For the Americans, that seems to make some sense - if they can't/may not use any of the usual e-wallets (Neteller, Skrill) - and other bank products are either blocked (credit card) or in America are more or less unavailable (bank transfer, direct debit, etc.)
But for Europeans and the big rest of the world (at least if there are Neteller/Skrill accounts in the respective home currency) I see no reason to rely on an artificial currency (without any reference, without any form of deposit insurance, etc.).
