I MUST defend Neteller, they definitely can't do anything about it.
When casinos don't manage to successfully pay out on Neteller within hours - in my opinion there are four possible reasons:

4. (Probably happens more often than you think) The casino has to hold money on all possible channels/accounts/ewallets in order to be able to service the payment claims of its customers. Of course, it can sometimes happen that the Casino Merchant Neteller account runs dry - while the current account of the casino is swimming in money. (the casino as a whole is therefore profitable and liquid)
Good/profitable casinos keep enough money on all accounts/ewallets for every conceivable worst case.
Less good/foresighted casinos then have to frantically book money back and forth - sometimes with costs that are not to be scoffed at and sometimes also certain transfer limits. Even less good casinos want to avoid the costs - and let the payout customer wait until the deposit customer money arrives on the Neteller account, for example.
