You have already correctly copied this *note (unfortunately it is written below in very faint writing) and it was only introduced recently.
As I said, 1% of the transferred amount, but a maximum of only €9 or in USD 10, means for all amounts from €900 you pay €9 fee. However, there are differences in individual cases, depending on how sales were generated with both accounts, the secondary account will also remain active. Getting downgraded is one thing, getting to and holding the higher level (silver in this case) is quite another. For me the limits are just way too high to get to a higher level. I think Neteller has now also limited me as far as the amount of the possible payout with the Master Card is concerned. So far I have always been able to withdraw at least €1500 in one day. Today I wanted to withdraw 1000,- € but it didn't work. I was only able to withdraw €500, which is really a shame.
I then wanted to test again how long withdrawals to the bank account currently take, I haven't done this in a long time. And €7,50 per withdrawal is also not without. So fees are really high now.

Probably won't even get any VIP status anymore, so I'd rather pay 135� fee for Revolut Metal, but have unlimited withdrawals to ATMs, additional health insurance, all kinds of protection and it's easy to gamble with it and use it for normal transfers.
